Is there a way to see 2 video windows at the same time
I have two video captures on two different tracks. The only way I can switch between viewing them is to mute one track. Is there a way to see both as it plays back? Thanks

When you subscribe to the reaper blog I think he is still including his video processor presets in the welcome email.
https://reaperblog.net/subscribe/
Preset: JT Essential Video Controls allows size, crop, zoom, etc which allows you to fit more than one video in the video viewer.

ah ok, sorry bout that. I don't have a lot of experience doing video in reaper, but with the Video Processor plugin you can also use:
Basic Helpers: Track opacity/zoom/pan
Change the parameters Zoom, X and Y offset
Give each track the preset.

Appreciate the video tips. I'll have to study what you mean. I hope Reaper doesn't turn into a situation where people develop improvements but you have to pay 1/2 the price of the software to use them. My limited budget is a factor. I'd have been happy to chip in a few bucks for his effort but not $30. I have great difficulty reading manuals. Same with taking a full course. If I have a specific problem I can search and bear down and read about it and eventually, hopefully, work it out. Thanks.

This method is already included in Reaper. It's easy to overlook, but actually "Video Processor" is the first plugin that appears in the Reaper fx browser. See attached. When you load it, in its presets bar you'll find the Basic Helpers etc

I bought the Reaper Blog video course and presets when he had a sale a few months back. I do video jobs once in a while, and I needed some help. For me it was timely.
Like you, at first I thought it seemed a bit expensive, but it's actually very good value. There's a LOT of good info in the course, split into shortish lessons, and the presets have been really useful so far. Jon Tidey put a lot of work into it, and I can recommend it, but I do understand if it's not for you, for whatever reason.
Just my 2p

As far as I know there is only one video output.
Video FX could feed 1 track to the left, another to the right (or top & bottom), but you still only get a single video output signal.
The only way around this I can imagine is to run 2 instances of Reaper at once, and open a separate video window in each.

An easy fix for your problem, though this will give you up to four images.
Create a third track above your existing two.
On this track add a video processor fx
From the presets choose 2 x 2 matrix.
Play your project and you will have both existing videos showing at the same time plus two blank squares.
If just two videos are essential it can be done by using a horizontal wipe video processor preset on the top track, adjusting the wipe position so half of your screen is black then adjusting the other controls so your second track shows.
