"missing files" window keeps opening beneath other screens

i keep getting REAPER in a stuck state (not frozen, just inaccessible via mouse/keyboard) when this screen gets stuck behind other windows. this happens often, and i think it has to do with the fact that the computer is attached to multiple monitors that were connected after the computer had already booted (though i think it happens either way).

allowing this window (and other reaper windows) to respond to "alt-tab" would solve this and several other focus issues for me.
