MIDI editor: convenient resizing of the CC lanes (such as Inline Editor).

In the Inline editor, changing the size of the cc lanes is very convenient - I can grab any part of the line and move it.

In the MIDI editor, only two small areas are marked for this, but the rest of the line is not available for movement. It is very uncomfortable.

I know, this "feature" has existed for many years and probably many have already become accustomed to it. But, why not improve this part, making Reaper even friendlier to user actions?

In the middle part of the CC lane separators, left-dragging sets the time selection, which is also a convenient function to have available.

(This is similar to the behavior of the track separators in the arrange view.)
