Default Optimize inserting new subprojects

At the moment Reaper renders the RPP-PROX file fully and calculates peaks for that, even if the contents will be just silence. Not a big deal if the subproject is short and doesn't have a high master output channel count. But with substantially long subprojects that have high output channel counts, it does take quite a lot of time to do the initial insert. It could maybe be optimized by detecting if the render will just be silence and in that case skip the rendering and peaks calculation and use some kind of a placeholder silent PCM_source. edit : it looks like the bulk of the time goes into calculating the peaks. (I have spectral peaks enabled.)
