ASIO direct monitoring as in Cubase? Why Reaper can't have this feature?

By the time Reaper sees the audio, the input latency has already gone by.

Direct monitoring is a feature of audio interfaces and their windows drivers, and is out of Reapers (and Cubases) control.

Yes, but the ASIO Direct Monitoring protocol is a way around this. Essentially, from what I understand, it gives the DAW control over the interface monitoring. You can do it with Cubase and RME, for example.
