Default in a drumset, lowest floor tom, lower or higher than kick?

hi in drumsets,

the lowest floor tom, is it lower or higher than kick? (or most usually at least?)

Tuning? The kick will generally be lower - notice how the pitch of the toms decreases as their size (diameter) increases, and the kick is much larger than a floor tom.
