Chords and scales in MIDI editor... How to set up?

What kind of add-on (repack?) do I need to install in order to get the menu at the bottom of the MIDI editor screen, that allows me to drag/drop Various chords and scales into my MIDI track?

I have the same requirement, and have imported the Instant Arpeggios & Chords items using the instructions from the link above. I'm not having any luck creating chords, however.
Here's what I'm doing:
1. Create a 4Front True Piano VST item in a new track
2. Insert a 4-bar MIDI item
3. Double-click the MIDI item to open the editor
4. Right-click in the first bar, in line with the C2 note, and select Insert chord...major...major
Nothing gets inserted - no chord, not even a C2 note. If I double-click I can insert individual notes without any problems. I just can't get the chords to insert.
Any idea what I might be doing wrong?
I'm running Reaper v5.35 on Windows 10.
