Panning This is wierd

I have three projects open. and one project the panning does not work. except for the master track witch works fine.

the other two project panning works fine everywhere.
I am driving up the wall on this one does not make any sense.

Check your Master track:

1. Have you accidentally clicked on the Mono Button?
2. Do you have width on master control set to zero?

No mono buttons push anywhere. width is set right 100%

I even thought maybe it was a effect so I turn off all effects.

all of my tracks are at default settings. I even copied all of the tracks and pasted them in a new project. unsaved project and all of the panning works there. if I have to I will rename the project and start from there.

I've tried everything ... I just uninstalled and reinstalled Reaper and the ASIO drivers ... I can't get panning to work ... what am I missing ?

You are missing the provision of useful information.

What audio device?
What are you listening on?
What are you listening to?
Do you hear stereo in other apps?
Did you try start reaper with reset config option.
Sceencaps of audio device settings may help.
