OK I've just sorted my nearly 400 plugins into categories, also added custom categories, and when I exited and opened Reaper again, all custom categories vanished. That's not cool :/
I see that all my assignments are in reaper-fxfolders.ini, but they are not displayed at all. Could be because I removed all my previously used FX folders, so that tied custom categories into the whole thing, so they are not visible as well?
EDIT: If I toggle visibility one of left pane folders, then they come back. So looks like .ini file is not read correctly upon startup.

It depends if developers assigned categories to their plugins (which is a VST3 thing, so for VST2 plugins this doesn't apply at all). I wouldn't say it's useless.
It's still useful because then you can use FX folders for something else. Or not at all.

Speaking of the below..
+ Regions: improve edits to overlapping regions
It would be so useful to have some kind of mouse modifier that can make it so regions that are touching/next to each other can be " Dual edge edited" just like we can for items that have touching edges.
This would make a massive difference for the common task of having to adjust loads of regions.
If we didn't have to say move one region's end and then the other's start to adjust it and instead could move both at once, it halves the time needed to do this task

Do you think it could be a good idea ?
Lots of time, after moving/copy a region, we have to move a part of somes items because the part of item which is not under the region is not moved or copied.
If item snap cursor is outside the region area, the part of item which is not under the region is not moved or copied (actual behaviour) :

In this exemple :
When you grab a region and put your mouse cursor at the right of a region cursor, the handled region goes under the region.
When you grab a region and put your mouse cursor at the left of a region cursor, the handled region goes to the left of the region.
I think it's pretty diffcult to handle because we have to be very accurate (so, the workflow is slowed).
Is it possible to add an option inside the mouse modifierq to be able to place a region under an another region ?
(and why not add more option like to be able to select multiple regions or to be able to move regions accross the lines)

The menu item just got renamed, to "rename folder", since that's what it does for non-smart folders. We can change it back though.

Can I somehow remove these new entries on the right-click add fx dropdown?
I have all my fx sorted already and don't really need these new entries.
Also, i managed to delete my reaper-fxfolders.ini file - I am not noticing and problems or change in Reaper. What have I done?

That might be a good idea. I'm an IT Manager so I like to think I'm somewhat computer literate. That said it wasn't intuitive enough for me to figure out and Edit is a more accurate description for what the function is. Or you could make the context menu aware of what "type" of folder you are clicking on and having Edit or Rename appear....
