what happens if you use a video+audio webm file?
is the online converter messing up the webm?
I drop youtube-downloaded webm videos into reaper regularly and it works, altho ususally these are not audio-only. I use command-line "youtube-dl" to download. use that, if possible, rather than an online converter site.
if you're stuck with that specific webm file then you can probably use ffmpeg on command-line to convert it to something else first (i.e. wav or aac).
