Punch in punching out
The punching in and out function doesn't seem to be working properly.
Even after I set the flags for punch in and out. Time selection auto punch...
what happens is the track start to record before the punch in spot...This used to work properly, got weird after the most recent update the version 4.151

Reaper has always recorded from when you push record to when you stop. What punch in does is simply mute the previous take at the punch in point an play it again at punch out. That said are you sure that you right clicked on the record button and choose "Record Mode: Time selection auto punch".

I've remote accessed into his system and the Time selection Auto-Punch seems to be broken. I tried to move up to the newest pre-release and that doesn't work either. It must be an option somewhere that we can't find.
To Clarify
Left-Click rule to make a time selection
left click earlier in the session (keeping time selection)
Right clicking Record button on Transporter and setting to Record Mode: Time Selection
Record Arm track (audio or Midi has the same behavior)
Press Record and it starts recording and over lapping the previous take from the start of the edit cursor disregarding the time selection as if it was in normal Record mode.

Very weird. It is working fine on my system (4.151). The only way I can make it do as you describe is to set the recording mode to "Auto punch selected items" and then not have anything selected, even though there is a time selection. I tried this with free item positioning too.
What happens if you record a short piece, select it and try the "Auto Punch selected Item"? Does is work then?
As per my previous comment, even though is is displaying only within the time selection (when working properly), if you drag out the beginning/end you will see that there is actually more recording there. I didn't mean to confuse things further, but I thought that might be what the OP was actually asking.

Lol.. I know about this. its a cool feature..
The selected item auto punch DOES work which is what I told him to use as a work around.. but its still weird that the time selection part just broke.

auto Punch
So... I UN-Installed the newer Beta version and re-installed Reaper 4.151, to see if that would make a difference with the "Record Mode:time selection auto punch", behavior. No changes with this function. Jon showed me how to get
around this issue of punching in/out; by showing me the more advance,"Record Mode:auto-punch selected items". That function works fine, but seems cool if I'm
compositing takes. I would prefer Time selection auto punch, because I don't have to commit to splitting the items. Thanks Jon for teaching me that technique, solves the temporary problem and now I understand that end of punching in. I'm a drummer so y'all can understand the frustrations here.
Convenient to punch in over a part than to repeat the whole number again.
I'm new to the whole DAW thing, so my technical lingo is limited...lol
but as I dip more into this DAW thing it's made home recording easy. Reaper is
a nice program and super flexible. Looking forward to dipping into Reaper
deeper, just need to solve this little flaw...

Punching in Punching out
Friend(tech) came by :
(1) UN-installed Reaper
(2) Then deleted all Reaper data from AppData
(3)RE-installed Reaper 4.151...problem solved
PS: having the locking button, time-select off helps...lol
