Bug: screenset track views' scrollx and scrolly are not loaded

As the title says, screenset track views' scroll position is not restored when a project is re-opened. (the position is loaded fine when saved without closing a session though)

I opened a test rpp with notepad and found that the scrollx/scrolly do get saved but apparently not loaded upon project re-opening.

OS is Windows 10 x64, REAPER 5.91 64-bit as well (though it happened with earlier versions too).

Dear devs, could you please take a look at this? It breaks the feature, which would be super convenient if it worked. I've googled the issue and it's been reported a couple of times in various forms. It seems it works on macOS though (would be great if a Mac user could test it out and post the results here).
