add "Draw an empty item" to Mouse Modifiers

I'm talking about the "Insert->Empty item" for writing in text notes, right now you can do that action and it will insert it but it will be 10 seconds long by default. I usually only want it to be an eighth note long, I know you can do a time selection and then insert it but it would be easier if you could just hold down a mouse modifier and draw one in
