ReaEQ Issue Default Setting?

For some reason when I open up ReaEQ in my fully updated Reaper I have a heavy grey line at 4000 HZ. The bands above 4000 are essentially inactivated. Any adjustments above 4000 Hz just smash up against the left side (3999 Hz) of the grey line.

Low Pass is in the window and Enabled is checked. I change the setting to no pass and it has no affect.

“No Preset” is in the upper window. All the bands are there but those that are above 4000 are essentially non functional.

ReaEQ used to open up without this issue. This just recently happened.

So, I have reinstalled Reaper, I have opened Reaper using the Reset to factory configuration and I insert a track. This new track’s ReaEQ works fine. If I open or drop in any project I’ve been working on this annoying 4000 and above limiter kicks in.
