Default “Edit time selection ignoring snap” doesn’t work via ctrl+left drag over tracks

Workaround: In mouse modifiers within the context of Track, left drag, the modifier can be set to “Move time selection ignoring snap.”

This applies to dragging the edge of the time selection, when hovered over a track.

However, by default ctrl+left drag affects this within the Ruler context.

It’s indicated in the bottom left of the window that ctrl+left dragging the time selection over tracks is supposed to also behave this way. It does not.

This applies whether or not loop points are linked to time selection.

Edit: I'm aware that I could have a conflicting modifier or something, but I rarely edit default keybinds, even though I use a very wide variety of production software.
Edit: Plus, I don't see this modifier listed anywhere in the mouse modifiers. I meant to say that earlier.
