Not after mere days of the release of the feature.
Would be possible with statechunking, as after the WAK-entry of an FXStateChunk it include a "AUTOBYPASS 1" when toggled on.
However, this could be very slow for some fx, that eat a lot of ram...

That's because API should be available for this kind of thing. But for many things still there is no API.

Next update of Ultraschall-API will feature functions for getting/setting autobypass state of FX.
With that, a script is easy to do.

package Toggle auto bypass on silence, script mpl_Toggle auto bypass on silence for all project FX.lua (there is also selected track version)
I can make a "set/unset" versions rather than toggle.
This doesn`t use chunking and require REAPER 6.72rc5+.
