Is there a way to remove scrollbars?

Curious if theme editing can do this, and how. I've searched for a while here but haven't found anything.

You can use blank transparent png to make scrollbars disappear.

Just looking for little things I can take away to unclutter things. Personally I don't use the scroll bars. But obviously not a big deal either way.
