Default Some VSTs disapear after re-ordered the VST path

Say I have three VST folders C:\\1; C:\\2; C:\\3

When I specify "C:\\1; C:\\2; C:\\3" in the VST path setting, it can scan 50 VST plugins.
But if I specify "C:\\2; C:\\1; C:\\3" in the VST path setting, it can only scan 40 VST plugins.

The later paths override any earlier paths, so if you have the same DLL filename in one of the later paths that fails to load, it will prevent the same filename from loading in an earlier path.

But I don't think it's true.
I forced a plugin to be the final path in the list and watched whether it can be found, and finally it can show.
