Default Pedal Off/On (64) overlap and event position problem

Hello,

I have been facing this issue for a while and thought I would post it with
a clear example with two midis.
Attached are the sheet music to what i uploaded (4 bars of C and Db chords)
and the two midis.

Midi "Pedal Test", Plays back correctly, as you will hear. And it is the
midi I load into Reaper.
"Reaper Pedal" Plays incorrectly, it is mushy and each measure
pours into the next.

When I load a midi with pedal marks to Reaper, the 'Pedal Off' and 'Pedal on' events are placed in the same position by Reaper, which results in the 'Pedal off' being ignored.

like so:

Position:
1.3.00 Pedal on/off (64) Value 0 (Off)
1.3.00 Pedal on/off (64) Value 127 (On)

I tried adding a positional distance between them which results in the following:
The more distance, the less overlap happens. Meaning if the distance is 0.0.01
It will still sound mushy, when the distance gets to about 0.0.10, it begins to sound more like the pedal has been lifted correctly. When the distance is around 0.0.20 it sounds abrupt.

So when
1.3.00 Pedal on/off (64) Value 0 (Off)
1.3.13 Pedal on/off (64) Value 127 (On)

It will sound fairly correct.

Are there any preferential controls that can always place the pedal at the correct distance?
What is the correct positional distance between the Off and On that should work properly?

Ill try posting this there. It just seemed like a dud because I didn't initially provide enough information and have since, made new discoveries.
