More a suggestion than a feature request really: If you draw new notes in the MIDI editor, then Note Off velocity seems to always be 0 by default. However, this value is the slowest value, so it's not a very useful default (IMHO; YMMV). I couldn't find a setting for this, so I guess it's a hard-coded default?
Anyway, the MIDI spec recommends 64 as default Note Off velocity, so I would suggest to change REAPER's default to 64 as well.
