Hi,
Is it possible to show an outline/border around media items through Reaper's settings?

Agree, would be nice if a border toggling option was included in Reaper's preferences and/or theme tweaker.

Not exactly what you asked but you can put a colored bar on the top of the selected media items in the Theme development/tweaker...
