Actions Menu Should Keep Search Filter After Window is Closed for Any Reason

Every time the actions list is closed it removes whatever the user has put in the filter. This most definitely slows down certain workflows where the user needs actions from the actions menu that they don't have mapped to shortcuts.
Can this be changed so the filter is only cleared when the user decides to clear it?

Apparently you didn't right-click everything.

Btw, you can get any action to appear in the actions menu if you don't want to assign a shortcut or open the actions list. Just add it to a custom action.

Right-click in the actions window, enable "remember last action filter."

The issue is that the actions list always defaults alphabetically to the top of the list when opened.

Yes. There is a checkbox when you create a custom action. Try now. Ask later.
