Default maximizing windows in REAPER seems inconsistent

hey all

so, double clicking the top bar of a window in windows OS generally maximizes it. this happens in some windows in REAPER, but not all -- most notably, floating docks.

so here's an example -- open a midi editor or fx browser. double click the bar on top. note: the window maximizes to fill the entire monitor.

now create a dock with a couple of these windows in it. make sure that it's not attached to the main window. double click the bar on top. issue: the window does not maximize to fill the entire monitor.

is there any good reason why? for those of us with 2 monitors, a 2nd dock, freefloating, often takes up the entire screen. we must manually expand the edges to fill this screen.

tldr: why do some windows maximize to fill the screen when double clicked, and others do not?
