MIDI Editor filter (FIXED)

Steps to reproduce:

1. Create a new MIDI item
2. Add a few notes with the same pitch witch a velocity of 127.
3. Change the velocity of some of the notes to below 50.
4. Select the notes.
5. Open the filter events dialog.
6. Click "Use selected"
7. Change the value of Velocity High to 50.
8. Try to change the velocity of the notes by using the velocity handle of any of of the selected notes.

Reaper crashes.

I discovered this bug when trying to edit some snare ghost notes that was too low.

Here (4.55, WinXP SP3) REAPER doesn't crash but the velocity handles disappear on mouse drag.

Definitely something not right with it.
