Default Project Bay FX: Please add "Offline FX" option (DONE)

The project bay FX tab allows to bypass effects, but not to set them online.

I have an issue where certain buggy effects stop working (all instances at once), and the only way to get them working again is setting them offline and then re-enabling.

The FX tab has the instances conveniently grouped together, rather than scattered throughout the mixer so it would be an ideal place to quickly offline and enable errant plugins.

After manually offlining/enabling 9 instances of the same plugin scattered through 120+ tracks in my mixer, I thought this could use a bump.

In the Feature Tracker now in case the Project Bay gets some attention in 5.0.
