REAPER should be able to record/play it. But the Instrument has to support it too. And there is no easy way to edit it yet unless a "01/88 14-Bit" controller lane getting added to the piano roll I guess.

That is obvious.

But there are some location where future Reaper user might want dedicated support for 14 Bit velocity e.g the ReaMidiControl Log display (which AFIAK does handle 14 bit CCs).

#CC88 which act as an HRVP isn´t one 14bit #CC !
It is in fact only one 7Bit LSB prefix CC to the 7 bit Note ON & Note Off VV
(which are both not Controller Message Values)

So it isnt in fact one 14bit "CC"
It is one 7 bit CC and one 7 bit vv Note ON or true OFF event, but not two CCs ^^

And principle ; within a SEQ.and for HRVP support
nothing is specially needed.
(exept that the HRVP should, of course, move with the Note ON/Off event.
And that is already one per option behavior which is easy possible within REAPER )

Note ON|64|0 would always be Note Off
#CC88 CHn v0 = Ignore/Off

HRVP n|0;Note ON n|NN 64|VV 64 =Velo 64
HRVP n|1;Note On n|NN 64|VV 64 =Velo ~64.0079
HRVP n|1;Note On n|NN 64|VV 64 =Velo ~64.0158
HRVP n|2;Note On n|NN 64|VV 64 =Velo ~64.0237
..
..
..
HRVP n|100;Note On n|NN 64|VV 64 =Velo ~64.79

HRVP n|78;Note Off n|NN 64|VV 64 =Note Off Velo ~64.6162

HRVP n|2;Note On n|NN 110|VV 64 =Velo ~110.0237

etc.pp

CC88 for HRVP is only one Controller;the same as all other Controller
And as all other Controller, you could example assign HRVP(88) to VolumePedals
and get LSB (inbetween) steps- if your Master-K do not support HRVP by native
