Default MIDI Filter shortens non-visible notes to zero length (FIXED)

Steps to reproduce:

1. Enable snapping in MIDI editor.
2. Paint (Cmd + Alt + drag) 1/8 notes worth one full bar.
3. Press "F" to open Filter, and view notes only in position 1/8 - 1/8, repeating every 1/4.
4. Select all visible notes (or click "Set selection") and drag them to another note (or adjust velocity).
5. Uncheck "Show only events that pass filter" in the MIDI Filter.

The notes that were not shown during filtering are now zero length, except the first note that was located before the first visible filtered note.

Happens in OSX 10.11.6 running Reaper 5.23 and 5.24rc3.

Cannot confirm. It's OK here, in Reaper 32-bit v5.23 on Windows 7 64-bit

Tested with a fresh install as well: No change, still buggy.

Waiting for other Mac guys to confirm.

I have a fix for this coming in 5.24rc4. There are some other cases in which filtered notes will still get modified (such as dragging a note across where a filtered note would be), but this fix will only address the case here (where the notes don't overlap but still get truncated).

Amazing, thank you Justin! All this within 16 hours! Man I love Reaper.

I would think that dragging filtered notes across non-filtered ones is quite a rare case compared to this one. I know I'll be perfectly fine with the fix!
