SMPTE offset bug (FIXED)
This is tested in both 5.4 release and 5.5 RC13.
1) Set the ruler to h:m:s:f format. Set a timecode start for your project in Project Settings - For example 4:09:25:22 2) Export Project MIDI and make sure to check the box for SMPTE Offset 3) Open MIDI Export in any other program. You will find the SMPTE start is 4:09:40:21 not 4:09:25:22 What Reaper is doing is exporting the elapsed start time offset (minutes:seconds), NOT the SMPTE offset (h:m:s:f). To verify this, switch from Timecode in the Ruler to bars and beats. Open Project settings. You will see the Project Start is 4:09:40.882 which corresponds to the SMPTE offset being exported. So, Reaper is exporting the minutes:seconds offset, not the SMPTE offset. Very annoying. |

I think the issue is in the encoded frame rate. What frame rate are you using, in your example?

23.976. The evil frame rate we're forced to use in film.
