Latest Update: Steinberg Halion only plays on left (FIXED)

I just wanted to point out that the last two updates of Reaper make it so Steinberg's Halion VST3 only plays on the left speaker. I have gone back to Reaper v5.70 - December 13, 2017 and it works just fine.
