Pasting FX where below selection, not always at the end of the FX chain (FIXED)

Small but long-running pet peve: when pasting FX into an FX chain, I intuitively expect the paste insert to happen directly below the currently selected effect. A selection feels like a cursor to me, so I often deliberately put it where I want the pasted FX inserted in the chain, and then keep realising that Reaper always puts them at the end of the chain regardless.

I think paste-below-selection makes much more sense and is more inline with other editors. It also means you don't have to keep moving FX slots around (which itself can be a little error-prone).
