Default Broken: "Enable 'Preserve pitch when changing rate' for new items" (FIXED)

Hey,

The "Enable 'Preserve pitch when changing rate' for new items" option in project settings does not appear to change the default state for newly imported items.

Repro Steps:

1. Un-Check the option in project settings.
2. Import a file from media explorer
3. Observe that the checkbox for "Preserve pitch when changing rate" option is still ticked on the items properties window.

Reaper v5.961 (Windows 10 64bit, portable install)

Importing from the media explorer sets this option according to the media explorer setting "Preserve pitch when tempo matching" (even if tempo matching is not used).

Ok cool, thanks!

Although I'd say that behavior is somewhat confusing to the user, tempo matching is off + project default specifies not to preserve pitch = pitch is preserved.

Fair enough, if tempo matching is off I agree it should use the project default setting. Improving for 5.962.
