Bug: API CSurf_OnScroll on top/first track (FIXED)

Hi,

reaper.CSurf_OnScroll( 0, 1 ) will offset the arrange view even if top track already shown, leaving items visible and duplicated in a row not aligned with their original tracks:

This works only if you have few tracks (less than the arrange view height), in my exemple, 3, at regular zoom level.
