Corrupted jump to marker submenu (FIXED)

Open this stripped down project: https://cfillion.ca/files/reaper/Cor...%20Submenu.RPP
Right click on the transport bar, open the "Jump to marker" submenu
Close the transport context menu
Repeat step 2, now the submenu appears corrupted

Some menu items are randomly checked, disabled or show a keyboard shortcut. The broken menu items also persist across all project tabs and survive even after closing the offending project!
