Default 6.13 Portable - Freeze on project load + weird behavior

Hi everyone.

I've just upgraded from 5.98 to 6.13 and I'm getting incredibly weird behavior. Installed SWS and ReaPack. Running on Windows 10 1903. Out of ideas right now.

First I need to explain my setup. I use portable Reaper for easy transferring between different computers (home/studio, live laptop on stage, rehearsal).

My file structure looks like this:
- Projects
--- [Audio folder]
--- Project1.RPP
- Software
--- Reaper
--- Reaper_OLD_v_x.x

When updating to a new reaper version I rename the old portable installation "Reaper" to "Reaper_OLD_v_x.x" and install the new portable installation to new&clean "Reaper" folder.

On first startup everything looks fine. Project loads without problems.
Then, I restart reaper and suddenly it begins to freeze on project loadup.
Even when using no fx / recovery mode. And it seems to freeze on all projects.
I'm not getting any crash logs. Just that "Program doesn't respond anymore" window.

Edit: Problem is still present. Yesterday I worked on a project for hours [without restarting reaper]. Today I try to reopen, and it hangs again on "Loading project..." step. Happens with all my files. If I reset my reaper.ini again, it will load.

Edit: For issue below, I was able to find a fix already. #################

Now things become even weirder.
I deleted reaper.ini. Now reaper will load the project again.
But themes become buggy.
Themes located in its ColorThemes folder will not show up.
But instead, Reaper begins to listthemes which are located *somewhere* on the computer, within old version backup folders etc. I have no idea where it does get these themes from. Even when I move old reaper installations away it will find these themes from "somewhere"

I think the first thing I need to know about is:
Is portable Reaper 100 % local? Or does it read any cache files, user data and whatever from somewhere else?

I've attached the reaper.ini which makes my reaper crash/freeze on project loadup.
Are there any loading bugs known in 6.13?

I found out something more.
As soon as I had no local reaper.ini, Reaper used themes stored in
C:\Users\[user]\AppData\Roaming\REAPER

ok I searched for some information and it seems as soon as there is no reaper.ini next to reaper.exe, it will run in not-portable mode by storing all data in C:\Users\[user]\AppData\Roaming\REAPER. I copied reaper.ini from C:\Users\[user]\AppData\Roaming\REAPER to local installation which made it discover local themes again.

This clears part 2 of the issue but I still have to find out about the project loadup freezes.

When it freezes, can you:

1) Open task manager
2) Select reaper.exe, right click, choose "Create Dump File"
3) Zip that dump file it creates (zipping will make it a lot smaller!), upload it somewhere and send a link to support at cockos dot com.

Today issue is still present. Yesterday I worked on a project for hours [without restarting reaper] without any problems. Today I tried to reopen, and it freezes again on "Loading project..." step. Happens with all my files. If I reset my reaper.ini again, it will load.

Thanks! I think we've sorted this out and we'll fix this issue in the next prereleases (and the eventual 6.14).
