Default Cannot create shortcuts for plug ins anymore

I am attempting to create some more shortcuts for VST's.
I only have a few (about 20) already set, so nothing to do with shortcut limit.

Upon clicking "create short cut", the short cut is created, but there is no command available. There is no "insert fx" command for the relevant VST in the action list.
I have no idea what to do.
Any ideas?

win x64 v.6.16

Restart Reaper and the new insert FX actions should appear in the Actions list.

Another way to do this is to save them as FX chains and use SWS FX slots, this way you can more easily store them for future-proofing.
