(FIXED) Move item down/up one lane is broken (duplicate IIDs)

Description:

When consecutively using the actions "Move item down(up) one lane" they malfunction and move items multiple lanes at a time(erratic). This probably occurs because the action can assign the same IID to multiple items. Maybe swapping IIDs between the two items in question would be an easy solution?

Reproduction:

Create a few items and place them beneath each other in lanes(layers)
Select the first item and use the action to move it down one lane
Select the first(previously second) item and use the action again, it will move down(and up) two lanes. It gets more erratic as you keep going.

Tested on Linux
