TrackCtl_SetToolTip-tooltips are not recorded with LiceCap
I just ran into the problem, that I wanted to record a LiceCap that uses TrackCtl_SetToolTip to set a tooltip.
But the recording doesn't show this tooltip, only all other tooltips shown by Reaper. I have tested it with LiceCap 1.26 on Windows 7 with Reaper 6.11
