6.27 unexpected behavior when moving items with razor edit

When there's tempo changes before the item, razor edit will have this weird behavior, see GIF here:

I've also realized starting from the version that razor edit came out there's some unexpected misalignment of midi items when moving sections, and this might be what's causing it (item has to be set to timebased in order for this to happen):

Although these are different issues, I thought they might be tied to the same cause so I combined them into the same thread, hope that's okay.

I think these issues are fixed in the current development builds of REAPER, if you'd care to test them out.
