RMS is measured incorrectly at 44100 sampling rate

Example:
Project sample rate 44100. Test tone 440 Hz peak level -20dB, rms level -23.01dB. Master track rms window 50ms -26dB, 100ms -24.2dB, 400ms -23.2dB.

Ah, confirmed, the RMS calculation can be incorrect with certain sample rates. Fixing, thanks for the report.

This is now fixed in the current prerelease builds, if you'd care to try it out.
