[Fixed] REAPER freezes at re-opening floating transport after screenset change

When the transport is floating, it disappears at screenset change.

When an attempt is made to re-open the transport after screenset has changed REAPER freezes and requires restart.

Win 7, REAPER 6.28

Fixed since build 6.37

When reaper freezes can you make a dump file and send us a link to the zip with it? (task manager, right click, etc)

Thanks, the next rc might fix! (I say might because I couldn't quite reproduce, but I did find some weirdness that is fixed).
