[WMF] Low samplerate audio inside videos is not rendered properly

Hello!

When decoding videos with ffmpeg, it worked well, but since 6.57 and the addition of WMF, I noticed an issue with the new codec.
If I switch back to ffmpeg instead of wmf as the first decoder in the priority list, it works well.

Steps to repro
- Import a video with 16kHz audio into Reaper (recording from a Teams meeting)
- Have wmf as you first video decoder (note: need to close/reopen the session if you change the priority)
- Note that the audio plays too fast

Specs:
Windows 10 Enterprise 10.0.19044 Build 19044
Reaper 6.57. Also tried in 6.58 and 6.58+dev0523a
