Default Why reaper stores wrong plugin filename in reaper-vstplugins64.ini?

I spotted that Reaper stores the wrong filename for some of my VST3 plugins in reaper-vstplugins64.ini, however it is still able to load them. Why and how is that?

As an example I have "ADA Flanger.vst3" on my system, but it is stored as "ADA_Flanger.vst3".

And when I add an entry manually to reaper-fxoptions.ini for "ADA_Flanger.vst3" it says "(not found)" in the action list.

Maybe a bug

the vstplugins64.ini filters filenames differently than the reaper-fxoptions etc, not a bug just an inconsistency. (I suppose we could make these consistent, hmm but meh)
