Default Spectral edit handles behavior (FIXED)

I found a bug with spectral edits.
When I try to adjust the frequency range, sometimes grabbing the lower handle actually moves the upper frequency boundary.
It seems that the zone, where mouse cursor becomes this double-sided arrow is divided into 2 parts. The upper half works fine, but when the cursor is at the bottom of it, strange things happen.


Maybe this have something to do with the fact, that in that case the mouse cursor is at the top of the next track, I don't know.

Also, while we are at it, is it possible to make this zone a bit wider? One of the inconveniences I experience with spectral edits is that in order to adjust frequency range, I have to place the mouse cursor very precisely, like within 1 pixel of the boundary. Bumping this up to 2px would make my life easier.
