Splash screen: "Loading ﾃ瑛astique"

Noticed this encoding issue in the splash screen after updating an old install to 6.73+dev0120 on Windows:



(I can duplicate by deleting the resource path–which is on a slow HDD, otherwise it's too fast to be seen or captured.)

hmmm any langpack being used?

No langpack: happens with a blank resource path. Looked into it more today: it's dependent on the system ANSI codepage. That install had it set to Japanese. Also happens after setting it to Russian:

Yeah, can confirm. Never used a langpack either.
