Default Are these bugs on Reaper 7.06? Visual Spacer Behavior/Track Height setup TCP

Hello fellow Reaperians of the Reaperland!
I am kind of new to Reaper, so I don't know whether these are bugs, or features or total ignorance on my part. It is hard to describe on text form what I am experiencing but the gist of it is:

1) Strange behaviour of tracks moved in the TCP placed after or before a top spacer (top as in before track one).

2) Track height can't be set to a default no matter what I do, and I watched a great tutotial by Kenny Gioia where he explains it but not working for me on Reaper 7/06.

I am using Reapertips theme but the behaviour is the same whether I am on the default theme or not.

Also, if they happen to be bugs, how do I report them to Cockos? Is there an email, or a way to do it within Reaper, or a special Forum for that?

I did a screen recprd where I show the "bugs" in action, thank you in advance for all the help!

Thanks for the screencap, that always makes things easier to understand. The behavior at 2:45, where a track cannot be moved above a spacer if the spacer is above the first track in the project, is essentially a bug. In general you can move tracks to below, within, or above a spacer, but if there are no tracks above the spacer, you can't move a track above it. We should be able to improve that behavior.

Schwa, that makes sense, I am just not that familiar with Reaper enough to call it a bug unless it is very obvious. Thank you so much for responding. Hopefully the track height settings thing will get sorted out!
