Toolbar tooltips odd behavior

Hello.

With the latest release, the toolbars that use text icons default to the same text for the tooltips. Before we had the option to use that text as a tooltip or to disable it and use the corresponding action name for the tooltip and keep the text icon with a different text.

Now I have hundreds of custom actions carefully titled that don' t show when hovering over my text icons.
