Default [Linux] [Workaround] "Can't write to recording files, does the directory exist?"

Currently running Reaper 7.15, I get this error under very specific circumstances:
> Can't write to recording files, does the directory exist?

My directory permissions are fine. In fact, Reaper successfully creates the recording files, but they are 0 bytes in size.

Steps to reproduce:
1) Set Audio System to ALSA.
2) Go to File -> Project Settings -> Media.
3) Set audio format for new recordings to "OGG Vorbis".
4) Arm and attempt to record.

Workaround for this problem:
* Choose something other than OGG Vorbis, such as OGG Opus or WAV.

Other information:
* I'm running Linux Mint 20
* I'm using ALSA with a Focusrite Scarlette Solo
* I'm unsure when this bug started, I do recordings infrequently.

Here's an example setup that fails:

Channels: 1

File -> Project settings -> Media
* Format for new recordings: OGG Vorbis
* CBR: 350 kbps
* Format for Apply FX, Glue, Freeze: Automatic .wav
* Default format for project/region render: 24bit WAV

After further testing, it seem I cannot reproduce this bug when using OGG Vorbis with VBR and ABR. It also seems to work fine with a CBR of 240 kbps and lower, and fails for settings higher than CBR 240 kbps.
