v7.19 - Divide vertically for time ruler doesn't work

When checking "Divide arrange view vertically when ruler displays time, frames, or samples", the arrange view isn't shaded unless "Divide arrange view vertically when ruler displays beats" is also checked.

Notice the ruler here shows Minutes:Seconds:
