why does this go to 2 lanes? "Options: Move edit cursor to end of recording, when recording ends" is set to on. So the recordings should not overlap technically.

Happens every time. You need to enable to option to create new lanes. But that should only happen if the recorded media is overlapping as reaper also moves media to a „free lane“ in other scenarios
