Confirmed. For clarification:
Clicking on the red area (in other words the lower half) of an item  moves the item one track down when - an auto-rec-armed track was selected before and - the item being clicked on is on a non-auto-rec-armed track |

This was reported in 2009 and this bug is still in reaper???lol Yeah I can confirm this annoying bug...I was wondering why my items were moving by itself when I only selected the item.
